Open template Shift+D close original, delete Preview,TOU and both wordarts. Resize by 575x575 and make sure all layers is checked, then canvas size 600/600, we can resize later but i like to have enough room to work.

Circle : Select all/float/defloat new layer open paper 5 c/p into selection/deselect and delete template layer.

Square background : Select all/float/defloat new layer open paper 1 c/p into selection, open tube c/p arrange invert/delete/deselect, change the blend mode to Lumiance(L) and add d/s then delete template layer.

Square Frame : Select all/float/defloat new layer and floodfill with the same color you used earlier and apply the same noise, deselect and delete template layer.

Rectangle Background : Repeat the same steps as you did for the square background except mirror your tube.

Rectangle Frame : repeat the same steps as you did for the square frame.

Now Time To Add The Elements
I Used  the following
Element 11 : 15% arrange and erase sny that hangs over the circle.
Element 12 : 8% duplicate arrange then c/p again and resize by 6% arrange.
Element 18 : 25% arrange behind your flowers dulicate so you have 3 you may to erase bits and peices that hang over, when your happy merge all 3 layers together and resize by 95%
Element 4 : 15% and move above your paper circle layer, duplicate free rotate left/30/all layers unchecked and tuck with the other flower bunch.
Element 3 : 25% arrange duplicate and merge down then highlight your paper circle layer select all/float/defloat invert/delete/deselect, sharpen and add d/s.
Element 16 : 12%
Add anymore elements you wish and add dropshadow of choice to all your elements and template layers
When your happy with your tag close off your white background layer and merge visable resize if needed.
Select all add new layer Open paper 5  c/p flip then apply mask/merge group  resize by 105% duplicate and merge down Add noise Uniform/25/Monochrome Checked.
