Always remember to duplicate your tube and close the original
C/P means copy and paste as a new layer
Remember to sharpen after resizing
Resizing is always smartsize

Let's Get Started
Open a new raster layer 700x700 floodfill with white, we can resize later i like enough room to work
Open frame 4, c/p resize by 85%
open frame 5, c/p do not resize position over checkered frame, click inside with your magic wand expand by 15, open paper 9, add new raster layer c/p into selection deselect and move the paper below your frame (You may have to scoot it over some )
click inside your frame again expand by 5 add your tube, position where you want then invert and take your eraser tool and erase just the bottom of the tube, deselect
Time to add your elements
I Used :
Ribbon 1 : 85%
Bricks : 50%, move below both frames bottom right corner duplicate/mirror/flip
Flower 4 : 40% , duplicate then resize again by 70% and duplicate again and pisition on the top right corner of the white frame
Heart : 20% duplicate and position see my tag for placement, merge hearts add dropshadow then duplicate merged layer and position on the other side of your frame on the bottom left
Greens 1 : 40% then free rotate left 30 2 times and move under the flowers
Add anymore elements you wish and add dropshadow of choice to all your elements
Open paper 9, c/p apply mask/merge group, then add Xenofex2  Constellation Small Stars Setting ( Play around with the settings to find one you like)
Now make sure you are on your merged group and resize by 95% sharpen
When your happy with your tag close off your white background layer and merge visable
Resize your tag if needed Add your copyright, I add mine after i have resized it it keeps it crisp and clear.
Add your name  save as a PNG and Your Done!
